Facility Manager

You shall be responsible for the management of building services such as ACMV, electrical, fire fighting & protection, building automation, car park barrier and security systems, generator set, lifts, cleaning services, pest control and landscape management.

Working closely with the landlord, you will plan and coordinate all preventive, corrective maintenance and ad hoc repairs, ensuring that downtime is minimized and all works are in compliance with the company’s health and safety policy, relevant legislations, standards and requirements governing the maintenance and management of buildings in Singapore. In addition, you will negotiate with the landlord to establish a contract on electricity tariff rate.

You will lead in several initiatives to optimize the yield of property assets through budget and financial planning and cost control, building upgrading programs, implementation of intelligent building technologies, energy and water conservation programs.

In addition, you will streamline facility management operations, review facility management services contracts and operating procedures. You are expected to submit a monthly progress and expenditure report in defects rectification works, addition and alteration projects; and ensuring that monthly expenditure is within planned budget. Partnering with the Quality Manager, you will provide support in all internal and external audits; and follow up with action plans to ensure proper closure on audit findings related to facility management.

Other principal accountabilities would include:

Purchasing
You shall establish and implement corporate purchasing policy and plan to attain overall operational effectiveness and efficiency. In addition, you will source, evaluate and select suitable suppliers for purchase of equipment, materials, supplies and services within required quality, specified time frame and budget. You will also solicit the best quotes upon due evaluation and negotiate with suppliers and service providers for the best obtainable terms.

Security

You shall liaise with the landlord on security related issues, develop security policy and procedure for the facility; and lead investigation on report of loss, theft and accident suffered by staff and/or visitor.

Health & Safety

You shall work closely with the Safety Officer to drive safety and health awareness; and good safety habits and practices in all individuals at the workplace. You will lead in risk assessment and management, monthly safety inspection, review of critical safety inspection findings and/or other safety and health issues raised by the management, employees, internal and external auditors and authorities; and work out relevant action plans to close safety gaps identified. With the support of the Safety Officer, you will conduct investigations for incidents and accidents, interviewing the staff concerned to evaluate the causes and to provide recommendations to prevent recurrence of similar incidents and accidents. You will provide monthly update on the cases and trends of accident/incident, frequency and severity ratio to the management representatives.

Requirements:

• Degree/Diploma in Mechanical/Electrical Engineering or Building Services
• Minimum 5 years’ experience in facility management, 3 years of which were in a supervisory role
• Broad engineering skills and experience in project management, maintenance, utility, automation and instrumentation
• Good understanding of GMP standards, experience in the Pharmaceutical/Healthcare/Logistics industry is a distinct advantage
• Knowledge on Workplace Safety & Health Regulations would be preferred
• Possess good communication, interpersonal, administrative, report writing and presentation skills
• Able to attend to emergencies after working hour and during festive seasons.
