Safety and Facility Officer

Main Responsibilities

Manufacturing

• Assist to review process and other plant operations to ensure safe and efficient manufacture of products in compliance with applicable government/company safety and environmental regulations.
• Provides support to development, implementation and review of the plant safety, health and environmental management systems/program.
• Conduct process safety or waste minimization reviews using techniques such as Hazop, fault tree analysis, failure mode and effect analysis and ‘what if’ etc.
• Participates in the investigation of accidents and /or non-compliance and ensures that corrective action is initiated to eliminate recurrence.
• Coordinates the plant industrial hygiene, environmental air monitoring program for chemical exposure.
• Provides support to the development and trainings of plant SOPs to ensure compliance to safe work practices.
• Supports Nalco’s commitment to the guiding principles of Responsible Care and its six Codes of Management Practice, to continually improve Nalco’s health, safety and environmental performance, and company efforts to respond to public concerns relating to chemical emissions.
• Serves as responsible care coordinator for the site on the applicable code of practices.

Safety Health and Environment

• To assist and support the Plant manager in the implementation of the site safety, health and environmental program in order to ensure compliance of workplace activities to local regulatory and corporate/site SH&E requirements.
• To provide support to the Plant Manager to achieve site SH&E objectives as defined in the Supply Chain Global Guidelines and Strategies.
• Perform the role of Workplace Safety and Health Officer and Safety Champion.
• Conduct SH&E training to manufacturing and other employees on-site.
• Assign as Safety Champion and to provide effective communication and feedback on OHS&E matters to all employees (including monthly reports and newsletters from Asia Pacific, Europe, and Latin America).
• Conduct audit/review for any of the following with a view to ensuring safety, health, and welfare of persons at work in the workplace.

Facility

• Prepare annual facility budget and up-keep of the facility, offices etc
• Provides supervision to outside contractors, cleaners, and security operations
• Provides efficient janitorial services to keep internal and external areas clean.
• Oversees the contracts for all utilities and reports monthly on consumption and cost of electricity, water, and gas.
• Maintains the structure to offset weathering and aging.
• Act as the Site Incident Commander for emergency situation to provide support to coordinate all emergency planning and evacuation on site.
• Serves as Internal Auditor for the OSHAS 18001 Safety and ISO 14001 Environmental Management Systems.

Qualifications

• Must possess Fire Safety Manager license
• Minimum 3 years working experience as a Safety Officer, preferably in the Chemical Industry. Must possess a Safety Certificate and be a Registered Safety Officer with MOM.
• At least a diploma holder with 5 years of relevant experience and with Occupational Health, Safety & Environmental Management qualification
• Experience in the Process Safety Management and facility management is a plus.
• Be able to communicate effectively with Nalco and contract engineering, construction, and maintenance and operations staff
• Current knowledge of local regulations applicable to assignments
• Good communication and interpersonal skills
